Due to legal reasons many industrial or commercial facilities require a specific authorization. The approval authorities follow the guidelines given in the “Technische Anleitung zur Reinhaltung der Luft” (acronym TA Luft). The TA Luft defines reference values for the emissions and immision of facilities. Moreover, the TA Luft specifies the measurement and computational method in the framework of dispersion modelling.
The regulations within the TA Luft address also those facilities which are planned to be built-up in complex terrain, but concluding terms and conditions are still missing. Usually, the simulation of wind fields in complex terrains calls for prognostic mesoscale models. Unfortunately, there is no general method (e.g. a VDI guideline) to proof the suitability of a model and the robustness of its results.
Overview
Therefore, the focus of this project is to support the development of a new VDI guideline aiming at the evaluation of mesoscale atmospheric models. This is the only way to ensure that environmental assessments for new industrial or commercial facilities fulfill highest quality standards. To meet these high quality standards defined in a new VDI guideline, it is intended by this project to provide the Federal Environment Agency with a reference implementation of an atmospheric prognostic mesocale model. The reference implementation will be based on the model METRAS-PCL, an end-user version of the model METRAS (see references below) frequently used by consultants for environmental assessments.
The advantage of a reference implementation is that it offers an appropriate level of legal certainty. Moreover, it supports the consultants in preparing high quality assessments. In order to guarantee that the reference implementation is further developed in the future, an additional objective of this project is to transfer automatically new developments at the University of Hamburg within the METRAS model to the METRAS-PCL user version. An automatic transfer allows for a fast in time distribution of new model features and bugfixes to the applicant of METRAS-PCL, but requires also an automatic evaluation system for the model results and for the comparison with older model versions.
